fix joining of words in structured postcode phrases (#4224)

## Summary
Fixes #4223.

Adds the missing parentheses in the `PHRASE_POSTCODE` join in
`PostcodeParser.parse()`, so words after a space or dash are kept. Also
adds a parser test for a postcode phrase with a space, which fails on
master and passes with the fix.
