Add expiry type functionality to moderation zones

- Introduced radio buttons for selecting expiry type (relative/absolute) in the moderation zone form.
- Updated controller to handle different parameters based on the selected expiry type.
- Enhanced helper methods to manage expiry date and time inputs.
- Added tests for creating and updating moderation zones with both expiry types.
