Omit blank zoom from Nominatim reverse search

Zoom is added to the reverse parameters only when zoom.present?, which
leaves nil and blank strings off the URL and still sends zoom 0. New
controller tests cover the outbound Nominatim request and the search
page's reverse links for a missing zoom, an empty zoom, and zoom 0.

Fixes #7430
