Fixes OSQA 282, Error in related_questions.
Show wiki checkbox in answer edit form.
Don't answer default to wiki when question is wiki.
Add type to badges without type.
Make first user staff as well.

Added a direct option to mark a post as community wiki, still needs some sort of label.

Closing OSQA 201, Add a "site maintenance" switch and page.
We can define some ips that are allowed to access the site normally, and also a message to display in the maintenance page.
These settings can be adjusted (add/remove more ips, change the message) while in maintenance mode.

Merged FAQ and About into the same template, and added a special folder markdownext which gets added to the path dinamically so we can put normal markdown extensions there.
Made the settings markdown parser abble to parse any setting.

* moved opensearch into the core, uses a template file to render. Also seems to work in firefox now. Should also work if running in a subpath
* fixed OSQA-252 - search queries stay in the search box after searching.
